Tuesday, February 20, 2024

At the hour of 10:00 a.m., the Board of Commissioners of McCone County, Montana, met in regular session with Ty Taylor, Alan Stempel, and Lonny Jensen present. Presiding Officer Ty Taylor called the meeting to order. The pledge of allegiance was recited. The agenda was amended to add the 2024-2025 Property Casualty Trust (PCT) Renewal form.

There were no Committee Reports.

The February 12, 2024 minutes were approved as amended.

Allen Rosaaen, South Road Foreman, met with the Board to discuss tree trimming, road conditions, a vehicle repair project, and personnel issues.

Lee Loendorf met with the Board to discuss the Redwater Fishing Access site, and an issue related to a fire last year.

Keri Taylor, DES Coordinator, met with the Board to discuss the Bob Fudge Road culvert repair project. Keri will work with State DES to address a billing issue. Commissioner Taylor abstained from the discussion.

The Board reviewed the 2024-2025 PCT renewal form from Circle Insurance Agency. Commissioner Jensen moved to approve the form and Commissioner Stempel seconded. The motion passed 3-0. (A copy of the form is on file in the Commissioners' files.)

The Board reviewed the IAP Amendment for Public Health as part of the EMACS. The Board tabled the decision on the Amendment. (A copy of the amendment is on file in the Commissioners' files.)

Sherry Kluth, Clerk and Recorder, met with the Board to discuss insurance, and budget issues.

Cary Phillips, South Leadman, met with the Board to discuss gravel and scoria pits, and the permitting process.

The meeting was opened to public participation at 1:00 p.m.

Roger Schara, Circle Fire Chief, met with the Board to discuss insurance, and firefighting issues.

Nita Crockett, Treasurer, met with the Board to present the Cash Reconciliation and Investment Report for January, 2024. Commissioner Jensen moved to approve the report and Commissioner Stempel seconded. The motion passed 3-0. (A copy of the report is on file in the Commissioners' files.)

The Board reviewed and approved Task Order Number 24-07-4-21-127-0 for Environmental Health and Food Safety. (A copy of the Task Order is on file in the Commissioners' files.)

The Board reviewed Tax Adjustments. Commissioner Stempel moved to approve Tax Adjustment #0225 for ($2,401.00), and Commissioner Jensen seconded. The motion passed 3-0. Commissioner Stempel moved to approve Tax Adjustment #0226 for ($13,594.00), and Commissioner Jensen seconded. The motion passed 3-0. Commissioner Jensen moved to approve Tax Adjustments for personal property adjustments for ($1,563.00), and Commissioner Stempel seconded. The motion passed 3-0. Commissioner Jensen moved to approve Tax Adjustments for personal property adjustments for (-$3,786.34), and Commissioner Stempel seconded. The motion passed 3-0. Ric Holden met with the Board to discuss his run for the US Congress and local issues.

Herb Allison, Museum Curator, Rachel and Jim Moos, met with the Board to provide an update on museum projects, and museum hours.

The Board discussed how to bill for the increased mills required by the state to meet the 95 mill requirement which will increase the state budget surplus.

Correspondence occupied the Board for the rest of the day.

The meeting adjourned at 5:00 p.m.
