Monday, January 8, 2024

At the hour of 10:00 a.m., the Board of Commissioners of McCone County, Montana, met in regular session with Ty Taylor, Alan Stempel, and Lonny Jensen present. Presiding Officer Ty Taylor called the meeting to order. The pledge of allegiance was recited. The agenda was approved.

There were no Committee Reports.

The January 2, 2024 minutes were approved as read.

The Board reviewed and approved Voucher #1028 for the amount of $575.76. (A copy of the claim voucher is on file in the Commissioners' files.)

The Board held the first reading of the resolution establishing per diem, and mileage rates for 2024. The second reading of the resolution for 2024 will be held on Tuesday, January 16, 2024. (A copy of the draft resolution is on file in the Commissioners' files.)

The Board held the first reading of the resolution for establishing Justice Court Office Hours for 2024. The second reading of the resolution for 2024 will be held on Tuesday, January 16, 2024. (A copy of the resolution is on file in the Commissioners' files.)

The Board held the first reading of the resolution establishing the daily rate of credit for incarceration for 2024. The second reading of the resolution for 2024 will be held on Tuesday, January 16, 2024. (A copy of the resolution is on file in the Commissioners' files.)

The Board held the second reading of the resolution setting the meeting days of the Board of County Commissioners for 2024. Commissioner Jensen moved to approve Resolution #24-01-08(A) and Commissioner Stempel seconded. The motion passed 3-0. (A copy of the resolution is on file in the Commissioners' files.)

The Board held the second reading of the resolution setting the office hours for calendar year 2024. (A copy of the resolution is on file in the Commissioners' files.)

Mike Fritz met with the Board to discuss the state mandated increase of school mills from the 77.9 set by the county to meet the current school needs to the 95 mills required by the state which will increase the state tax surplus.

The meeting was opened to public participation at 1:00 p.m.

At 2:00 p.m., the public hearing for the purpose of setting the office hours for calendar year 2024 was opened. No one attended the hearing. The second reading of Resolution #24-01-08(B) setting the office hours for calendar year 2024 was read. No one was present in opposition of the resolution. The hearing was closed at 2:15 p.m. Commissioner Stempel moved to approve Resolution #24-01-08(B) and Commissioner Jensen seconded. The motion passed 3-0. Nancy Stempel, GIS Coordinator, met with the Board to discuss GIS issues to include census data. Commissioner Stempel abstained from the discussion.

Sherry Kluth, Clerk and Recorder, met with the Board to discuss office and personnel issues.

The Board worked on developing a Herd District form for a requested new Herd District.

Lane Richardson, Owner of Slicer/Dicer/Icer, met with the Board to discuss a snow removal contract with the county. The Board approved the contract with Lane Richardson for snow removal around county buildings. (A copy of the cntract is on file in the Commissioners' files.)

Suzette Wagner, Maintenance, met with the Board to discuss water usage in the courthouse and maintenance issues

Uriah Kirkegaard, Kirkegaard Construction, met with the Board to discuss lighting at the Vetjasa Building. The lighting was replaced based on feedback from the State Building Inspector.

Clyde Sanborn met with the Board to discuss a potential vehicle damage claim against the county.

The Board approved the Agreement with the Montana State Extension Service for the McCone County Extension Office. (A copy of the Agreement is on file in the Commissioners' files.)

Correspondence occupied the Board for the rest of the day.

The meeting adjourned at 5:00 p.m.
