At the hour of 10:00 a.m., the Board of Commissioners of McCone County, Montana, met in regular session with Alan Stempel, Ty Taylor, and Lonny Jensen present. Presiding Officer Alan Stempel called the meeting to order. The pledge of allegiance was recited. The agenda was amended to add the request for Civic Plus to archive McCone County's social media accounts, and a request for an encroachment permit for Pinnacle Ranch.

The September 11, 2023 minutes were approved as read.

There were no Committee Reports.

Keri Taylor, DES Coordinator, met with the Board to discuss the POD Exercise, IT issues and DES issues. Commissioner Taylor abstained from the conversation.

The Board reviewed the proposal to digitize the Deed Records, and Miscellaneous Records. The Board approved the Deed Record project for approximately $78,000.

The Board reviewed and approved the Olness and Associates audit letter.

The Board reviewed the proposal to record Mortgages, and Maps with a text searchable archive. The Board approved the archive project for approximately $56,000.

Brianna Vine, Great Northern Development Corporation representative, met with the Board to provide an update on the McCone County Health Center improvement project. Tetra Tech will start their environmental review at the McCone County Health Center on October 2, 2023. The Board requested an extension of one year for the project due to unexpected delays.

The Board attended the LEPC meeting at noon.

The meeting was opened to public participation at 1:00 p.m.

The Board read the Tax Levy Requirements Schedule for FY 2024 Resolution. Commissioner Taylor moved to approve Resolution #23-09-18(A) and Commissioner Jensen seconded. The motion passed 3-0. (A copy of the resolution is on file in the Commissioners' files.)

The Board read the McCone County Employee Wages for FY 2024 Resolution. Commissioner Jensen moved to approve Resolution #23-09-18(B) and Commissioner Taylor seconded. The motion passed 3-0. (A copy of the resolution is on file in the Commissioners' files.)

The Board read the Elected Officials Salaries for FY 2024 Resolution. Commissioner Taylor moved to approve Resolution #23-09-18(C) and Commissioner Jensen seconded. The motion passed 3-0. (A copy of the resolution is on file in the Commissioners' files.)

Allen Rosaaen, South Road Foreman, met with the Board to discuss graveling roads, the potential car gate for Bar DK Ranch, and mowing road ditches. The Board approved the purchase of new tires for the loader for approximately $7,000.

The Board tabled the decision on the cattle guard for the Bar DK Ranch.

Jay Wright met with the Board to discuss an encroachment permit. The Board conditionally approved the Encroachment Permit for Pinnacle Ranch.

The Board reviewed the subscription for Civic Plus to archive McCone County's social media accounts for three years for approximately $13,500. Commissioner Jensen moved to approve the subscription and Commissioner Taylor seconded. The motion passed 3-0. (A copy of the subscription is on file in the Commissioners' files.)

Correspondence occupied the Board for the rest of the day.

Commissioner Taylor reported on the Museum Board meeting he attended, in Circle, on September 5, 2023.

Allen Rosaaen, South Road Foreman, met with the Board to discuss crushing gravel, potentially installing a car gate for Bar DK Ranch, culverts on West Sand Creek, and mowing road ditches.

The Board approved the purchase of an All-In-One printer for Dispatch for approximately $1,100.

Keri Taylor, DES Coordinator, met with the Board to discuss the POD Exercise, and potentially archiving county social media records.

The Board reviewed the proposal to install gutters and repair the Train Depot at the museum. The Board approved the Gutter and Depot project for approximately $38,000.

Larry Bruce met with the Board to discuss the potential transfer of the Lutheran portion of the cemetery to the county.

The meeting was opened to public participation at 1:00 p.m.

Kemp Wyatt, Civic Plus, met with Keri Taylor, DES Coordinator, Sue Good, Public Health, Savannah Hanson, Clerk of Court, Nancy Stempel, GIS Coordinator, and the Board to discuss the potential purchase of a service to archive all social media accounts for the county.

Clyde Sanborn met with the Board to discuss a potential claim for vehicle damage.

Sherry Kluth, Clerk and Recorder, met with the Board to discuss a personnel issue.

Voucher #1009 in the amount of $35,500.00 was reviewed and approved. (A copy of the voucher is on file in the Commissioners' files.)

Voucher #1010 in the amount of $19,000.00 was reviewed and approved. (A copy of the voucher is on file in the Commissioners' files.)

The Board tabled the decision on the cattle guard for the Bar DK Ranch.

Jeff Skyberg, Airport Manager, met with the Board to discuss the breach in the fence caused by a vehicle accident and potential fence repairs.
